The Dubrovnik Foreign Circle Membership is open to all foreigners residing full or part time in Dubrovnik irrespective of their country of origin, religion, or ethnicity.
The organization offers a limited number of Croatian national memberships (25% of the total general membership). Two current members must support their application. Nationals cannot be elected to the board but have full voting rights.

Membership in the Dubrovnik Foreign Circle means to provide community service and to promote friendship and understanding between its members and the Dubrovnik community.
As of 2011 DFC counted 50 active members from the United States, United Kingdom, Australia, Austria, Germany, Canada, Belgium, The Netherlands, France, Hungary, Norway, Bermuda and Armenia.
